What Building and Renovating in Athens Actually Involves

Athens-Clarke County has 16 local historic districts and dozens of local landmarks. If your home sits inside one, any exterior change, including additions, porches, and fences, needs a Certificate of Appropriateness before work starts. We manage that review, which runs monthly with applications due the first Wednesday and the Historic Preservation Commission meeting on the third.

Most in-town homes here are old, so the real skill is modernizing the invisible systems, updating wiring, plumbing, HVAC, and insulation without stripping the historic character, and marrying new additions cleanly into the original structure. Athens also sits on red clay that heaves foundations and drains poorly, so we test soil and grade for drainage on every project.

Since the 1990 city-county consolidation, permitting runs through one authority. An in-district renovation usually needs both a Certificate of Appropriateness and a building permit, while a new build on the Oconee edge needs only standard permitting and zoning.

Cobbham and Boulevard

Cobbham was Athens’ first suburb, with antebellum mansions and Victorian homes near downtown that are prime territory for careful whole-house renovation. Boulevard is a late-1800s streetcar suburb north of Prince Avenue, where large Greek Revival and Victorian homes call for historic remodels and sympathetic additions.

Milledge Avenue and Five Points

Milledge Avenue runs from Broad Street to Five Points and holds some of the finest historic architecture in the city. Five Points is an upscale early-1900s neighborhood south of downtown with a walkable commercial node, a strong remodel and addition market.

Normaltown and the smaller historic districts

Georgia Piedmont red clay swells when wet and shrinks when dry, which can heave foundations and crack slabs. We test the soil, design the foundation to suit it, and grade and drain the site so water moves away from the house. This matters as much for an addition on a century-old home as it does for a new build.

It depends on what you own and what you want. In-town buyers usually already have a historic home and want a large-scale remodel or addition. Buyers who want a brand-new custom home more often build on a lot toward Oconee County and the outer edges of Clarke. We do both and will give you a straight read for your situation.
